WP2 Chairman, LA Moore, Steps Down

Following the £41,500 fine imposed by the Environment Agency, Les Moore, chairman of WP2 Ltd, is “relinquishing his executive responsibilities” because of “ill health” according to WP2 spokesman Richard Storey.

WEPG is concerned by the relationship that exists between WP2 and L A Moore Ltd who will provide a significant amount of waste for the proposed WP2 pyrolysis co-incinerator. Mr L A Moore himself has a 36% stake in WP2. The potential implications of this link and that fact that L A Moore Ltd were fined for breaching the Environmental Protection Act 1990 are alarming.

 

LA Moore Ltd Fined £41,500 for Illegal Dumping of Controlled Waste

LA Moore of Old Railway Yard, Haybridge, Wells, Somerset, admitted three offences, two of depositing waste without a waste management licence and one of not having the necessary transfer notes and proper paperwork for moving waste.

The waste was dumped on farmland at Shepton Mallet and at their premises at the Old Railway Yard at Wells, which is the proposed site of the WP2 pyrolysis co-incinerator.

WEPG have campaigned for the authorities to regulate the activities of L A Moore Ltd effectively, and have opposed the development of the site as a hazardous waste pyrolysis co-incinerator. 

WEPG hope that the Environment Agency will consider fully the implications of the management of such a co-incineration facility by WP2, now that they are reviewing the company's application for an IPPC permit. It should be noted that there is an overlap in personnel between the company that has been fined and WP2 who intend to operate the co-incinerator - the WP2 chairman is believed to still be none other than L A Moore himself!

WP2 IPPC Application (4 Oct 2007)

WP2 have applied to the Environment Agency for the Integrated Pollution Prevention Control (IPPC). WEPG is awaiting their comments. IPPC is a regulatory system to ensure that industry adopts an integrated approach to pollution control to achieve a high level of protection for the environment and human health.

 

 

First Test Of Possible Planning Blight From Pyrolysis Plant (21 April 2007)

A planning application for 12 affordable houses has just been made on a greenfield site in Wookey village by a housing association. This is on land presently owned by Somerset County Council, part of holdings south of the waste-processing site nominally valued at some £9m and intended for housing development and a new school. This application site is one mile southwest of the proposed pyrolysis plant and within the orbit of emissions on settlements.

For the duration of the Phase 1 operation of the waste plant all emissions exceeding government air quality limits will be outside the control of any regulatory authority. WEPG believes that such a development is imprudent and should not be proposed for housing by a responsible housing association. Irrespective of the nature of any perceived emissions the fact that a potential emissions threat exists is sufficient to cause concern.

Regulatory Board Approve WP2's Plans (3 April 2007)

 

Somerset County Council's Regulatory Board have approved WP2's plans to build the pyrolysis plant at Haybridge by eight votes to three despite overwhelming local opposition, the commercially unproven nature of the process, the increase in A371 HGVs and the close proximity to residents. Among those who opposed it were:

Regulatory Board Meeting for the WP2 Application Announced (30 March 2007)

 

The long-awaited WP2 pyrolysis application will be heard by the Regulatory Board on Tues 3 April 2007. The meeting will take place at 2.30 pm at Crispin School, Church Road, Street.

 

Please note: The meeting venue has been changed from County Hall because of issues concerning the distance which people will have to travel in order to come to Taunton to express their views on this planning application. 

 

WEPG are running a coach for those wishing to attend the meeting. Pickup points are: Wookey Hole Caves car park at 1.30pm; Haybridge at the bus stop on the A371 at 1.35pm; and from Wells bus station at 1.40pm for a £2 return fare. Telephone 01458 673032 for tickets.

Somerset County Council planning officer, Bob Mills, is recommending to the planning committee that the application be agreed with conditions. 

 

Parish Council to Lobby for Decision Meeting to be Held at Wells

 

St Cuthbert Out Parish Council, which incorporates Haybridge, is lobbying Somerset County Council to hold its planning committee meeting closer to the proposed site, instead of in Taunton as usual.

 

Civic Leaders Reject Wp2 Plant Proposal

Objection deadline extended

 

Somerset County Council has delayed the closing date for objection letters to WP2's pyrolysis plant until 19 January 2006 because of expected postal delays over the Christmas period.

 

However, letters of objection may still be sent prior to the Regulatory Board planning meeting later this year. So please keep sending your letters!

 

Parish Councils Reject WP2 Proposal

 

Both St. Cuthbert Out and Wookey Parish Councils have voted and have agreed to reject WP2's proposal for a pyrolysis incinerator at Haybridge. 

 

Significant Response to Objections

Somerset County Council has received, to date, an incredible 300 letters of objection to the WP2 Pyrolysis Incinerator proposed for Haybridge. However, only two letters of support have so far be written.

WEPG has also collected a petition containing over 3,000 signatures
